The Company

Storm2’s client is a cross-border payments FinTech moving money between the US and Latin America. They’re live today in one of the region’s largest remittance corridors, sending funds from the US to the Dominican Republic, and they handle both sides of the flow: origination in the US and last-mile payout overseas. The next chapter is expansion across further Latin American markets.

They’re at the stage where the technology function needs to grow up to match the ambition. Development is outsourced today and the team is around 7 to 8 people, so the tech org is effectively yours to build out. Backed by an established Latin American group, so you get startup energy with a real parent behind it.

The Role

You own the technology strategy as the business scales its existing US to Dominican Republic flow and expands across Latin America. There’s a working product moving real money today, run through an outsourced development team. Your job is to take real ownership of the architecture, build the platform out properly for a regulated, multi-market footprint (remittance, wallet, and card), and grow the internal team so the business isn’t leaning on outsourced development forever.

You’ll make the foundational architecture calls, set the engineering standard, and own the technical compliance side as new markets come on. You’ll sit at the executive table as the technology voice of the company, to the board, to banking partners, and to regulators. This suits a hands-on builder who has scaled an early-stage business before, not a large-company operator who needs structure already in place.

One firm requirement: this role is bilingual. You’ll need professional fluency in English and Spanish to work across the US and LATAM sides of the business.

What you’ll be working on:

• Owning the technology strategy and architecture for the cross-border payments platform across the US and LATAM
• Leading the build-out and scaling of the core platform, remittance, wallet, and card, for a regulated, multi-market footprint
• Building and growing the full technology function: architecture, development, cloud, infrastructure, cybersecurity, QA, integrations, and governance
• Directing integrations with US banks and payment rails (ACH in particular), processors, and fintech partners, owning the API and platform strategy
• Taking ownership of the outsourced development team and vendors today while progressively building the internal team
• Owning platform security and resilience: PCI-DSS, penetration testing, fraud-resistant design, and the controls banking partners and regulators require
• Partnering with Compliance and the PMO to embed BSA/AML and OFAC into the platform as new markets come on
• Making the architecture and build-vs-buy calls (cloud, microservices, real-time processing) that balance speed with scale and compliance
• Owning the technology budget, infrastructure spend, and vendor relationships

What you’ll bring:

• Proven experience as a CTO, VP of Engineering, or senior technology leader in fintech, ideally in remittances, otherwise deep in payments, transactions, and operations
• A strong grip on US financial systems and payment rails, ACH in particular
• A track record building and scaling payment or financial-services platforms in production
• Deep expertise in secure, compliant architecture for regulated environments (PCI-DSS, data protection), including QA and penetration testing
• Hands-on experience across a mix of internal systems, external vendors, and third-party integrations in a regulated setting
• Professional fluency in English and Spanish
• Someone who genuinely thrives in an early-stage, high-growth startup

Nice to have:

• A Master’s degree (MBA or a technical field)
• Cross-border payments, remittance, or multi-currency experience
• Experience scaling a regulated fintech in production and into new markets
• US and LATAM market experience
• Relevant cloud or security certifications
